Include "Stakeholder" to Automation Action targets

      Summary

      The "Stakeholders" field is not included in automated actions such as sending an email, although there is a stakeholder field in the JSM incident ticket.

      To: target is not selectable and also smartvalue is not available.

      Why it is important?

      This is necessary to achieve automatic notification to the stakeholders. In particular, Opsgenie stand-alone was able to automatically notify stakeholders when an incident is raised, however, while JSM is now available to stakeholders, it does not provide automatic notification of incidents.
