In the Bundled OG/Standalone OG, an admin has the capability to view/add contact details such as telephone numbers and email addresses, send SMS, and even set notification rules for agents.
However, I am currently unable to locate these features within JSM Operations, admin can't set or view the alert notification method and rules for other users.
This is not currently possible to view or edit via UI or API.
