Don't hide the Satisfaction Report if Customer Satisfaction is disabled

      Problem

      In some instances, a customer will need to disable the Customer Satisfaction setting in their project and send the survey using automation:

      Send CSAT surveys using an Automation

      One use case would be to work around the issues described here:
      https://jira.atlassian.com/browse/JSDCLOUD-8770 (closed, but reports of this are still popping up)

      When the built-in Customer Satisfaction setting is disabled in the project, it will also hide the link to the Survey Report found below, even though survey responses are still recorded using the workaround linked above:
      https://<instance-name>/jira/servicedesk/projects/<Project>/reports/all-rating/

      Steps to Reproduce

      • Disable the Satisfaction report in Project Settings -> Satisfaction Settings
      • Implement a workaround to send the Survey via an Automation (as described above)
      • Customer submits a survey and it is recorded in Jira.

      Expected Results

      Admins should still be able to still see and click on the "Satisfaction" link in the Reports section of the project.

      Actual Results

      The link to the Report is hidden when the built-in satisfaction setting is disabled, even though the satisfaction report is still working and accepting survey results.

      Workaround

      A link to the Satisfaction Report can be added to the Shortcuts section of the JSM project.
