If Internal is enable in customer access, when admin invites a customer at Jira Service Management project and a customer email is included "approved domains", the customer will invite as an Internal customer(customer with atlassian account).
And a customer gets invite email, but admins can't customize email notification.

- Jira > Settings > Products > Customer Access > enable "Internal"
- admin.atlassian.com > Products > User access settings > Approved domains
- add domain "example.com"
- Jira Service management project > Customer > invite "test@example.com" customer
- test@example.com will get invite email
If a customer would be invited as "External user", admins can customize notification email at JSM project > [Settings] > [Customer notifications] > [Customer invited]
