Issue Summary

A licensed user with an Admin role in the JSM project is not able to view the details of the older announcements when there are multiple languages configured on the service project.

Open the Customize>Portal announcement options from the portal.

Steps to Reproduce

1. From your service project add an additional language (go to Project settings > Language support > Add languages). 
2. Pick a user having only a JSM agent license.
3. Add the user with an admin role to a JSM project.
4. Open portal > click on Customize > portal announcement> the Message title and the message fields are blank. 
5. Change the project role of this user to the Service desk team
6. Recheck the portal announcement > the Message title and the message fields have some content from the last announcement posted.

Expected Results

The user with an admin role in a JSM project should be able to view the previous content on the portal announcement without adding the user to Jira Administrator group.

Actual Results

The project admin is not able to view the details of the older announcements. However, as an agent with a service desk team role, he is able to.

Workaround

Since the issue is due to the additional languages configured on the service project you can try the below options 

1. Navigate to user management and add the user to Jira Administrator group or remove the additional language added to the service project.
