The email requests are failing with the error "You don't have permission to access this service project" despite of the open project.

Steps to Reproduce

1. Cant reproduce Issue intermittently.

Expected Results

A portal customer account should be created and a new request too.

Actual Results

The email requests are failing with the error "You don't have permission to access this service project" despite of the open project.
