Assist bot sends links to attachments to request participants.

Steps to Reproduce

1. Create an issue in a Slack Request Channel
2. Add an attachment to the issue
3. Add a request participant to the issue
4. The assist bot will then send a message to the newly added request participant and will include the attachments as a link.

Expected Results

• The assist bot should include the actual images instead of the links.

Actual Results

• The assist bot is sending a link to images already posted in the ticket to the request participants 

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
