Skip portal login prompt for users with active Atlassian account sessions and customer permissions and no portal-only account

      Issue Summary

      Allow users with Atlassian accounts that are JSM customers and do not have a JSM portal-only customer account with the same email to navigate to https://<site>.atlassian.net/servicedesk/customer/portals and skip the email prompt and login directly using their Atlassian account session.

      For users who have Atlassian accounts with JSM customer access and also have JSM portal-only customer account with the same email, do contineu to provide the email login prompt.

      This is reproducible on Data Center: Not sure.

      Steps to Reproduce

      1. Give an Atlassian account the JSM customer permissions. Do not give them a portal-only customer account. Also give this same Atlassian account Jira permissions on the same Jira instance as the JSM project.
      2. Have the user login to their Atlassian account (e.g. navigate to start.atlassian.com and successfully login).
      3. Have the user navigate to https://<site>.atlassian.net/servicedesk/customer/portals

      Expected Results

      The user's active Atlassian account session successfully navigates them to the portal page.

      Actual Results

      The is prompted to provide their email (see screenshot).

      Workaround

      Have users enter their email and follow prompts to login to their Atlassian accounts, see screenshot
