When profile language is non-English, the create modal shows Request types in English

      Issue Summary

      This is reproducible on Data Center: no

      Steps to Reproduce

      1. Select German/Deutsch as your language via your profile (https://id.atlassian.com/manage-profile/account-preferences?ref=jira&src=personalsettings\)

      2. Click Create

      3. Select any existing Request Type

      The custom field names are displayed in English (project default).
      If you compare it to the portal view of the request type, you can see they actually have a translation (the language of the personal profile).

      1. I just checked one other instance - the bug seems to be consistent on other sites as well.
        This may be due to the recent changes to the create screen in regard to the request type and integrating the portal view there.

      Expected Results

      Custom Fields should be in German, Please check the screenshots

       

      Actual Results

      The below exception is thrown in the xxxxxxx.log file:

      ...
      

      Custom fields are in English. 

      Workaround

      Enabling language under "Language support" seems to solve the issue but locale should show to customer in their preferred profile locale
