Issue Summary
Sometimes notifications are not sent to end-users because of a problem with the user being suppressed, or other issues that could cause the notification to never reach the end-user.
After the problem is fixed, the notification can't be retriggered.
Expected Results
There should be a way to re-trigger those notifications. If it's an important/critical notification and a problem happens we should be able to retrigger it to make sure the user doesn't miss it.
Actual Results
If the notification was missed because of a problem there isn't a graceful way to re-trigerred it.
