Split/Separate customer access settings between portal access and email requests

      Problem Definition.

      Currently in JSM, the customer access settings for email requests are tied in with the portal customer access settings. This controls both email and portal access together, so access control between portal and email requests are not separate.

      Suggested Solution

      Add a feature where we can separate the customer access settings for portal and email.
