Misleading message in Queue when they are empty

      Issue Summary

      For projects with queue of Service Requests as well as Incidents, the queue when empty shows and message to "Add request type"
      Even though the request types are already present in the instance configured with the issue type > incident and service request.

      This is reproducible on Data Center: yes

      Steps to Reproduce

      In my test instance as well, If I go to Service Request or the incident queue which re empty, It says Add request type
      Then if I check the Request types for my instance, I see they are already configured.
      This is misleading incorrect information

      If I create a ticket then, the ticket shows in the queue as per filet. This issue is for empty queues.

      Expected Results

      It should say that queue is Empty or Create request

      Actual Results

      It says Add request types

      Workaround
