Description
Issue Summary
If you create or edit a queue in Jira service management if you add a "User Picker (multiple users)" field type into the In the "Filter by" section regardless of the value picked it will always default to "All" and will not allow you to change the value for the filter
Steps to Reproduce
- Create a custom field of type "User Picker (multiple users)" and add it to a Service management project
- create a new queue OR edit an existing queue
- In Basic mode Under the "Filter By" section Select "+ More" > add the user picker field
- attempt to set any defined user or group
Expected Results
When you select a user the filter is applied
Actual Results
The checkbox is appropriately selected but no changes are applied to the filter, and once exiting the dropdown context focus option the option "All" is still shown and returning to the dropdown the option you selected is no longer set

Workaround
Use the advanced Filter option and add the user via JQL, as an example:
resolution = Unresolved AND TEST_Multi_User_Picker in("user1","user2","user3")ORDER BY "Time to resolution" ASC
