Higher items cut off the closer a dropdown is to the top of the form - Forms/ProForma.

Steps to reproduce

1. Go to the portal > Create issue.
2. Select one option in the dropdown field.

   Expected Results

   The dropdown shows all the options.

Actual Results

It shows a couple of options in the dropdown field:

Workaround

As a workaround for this issue, you can add some whitespace and/or extra empty lines at the bottom of the form.
