Problem Definition

Approval logs are removed in issues where members are no longer in the Approval groups.
Steps to reproduce:

1. configure approval for "approval groups" field and make it to require "All approvals"
2. Set the approval group in the approval status and ensure more than 1 users are in the group and approve them from each user.
3. Approve comments will show as follows:
   
4. Remove one of the users from the group
5. The approval from the user deleted is no longer visible
   

Suggested Solution

Make it so that all approval is visible regardless of current group membership
