Group picker with a restricted context does not show up in the Approval configuration

Steps to Reproduce

1. Create a multi-group picker field
2. Add it to the issue screen in Project1
3. Go to the workflow for Project1 and click on Configure approval for any workflow status ad you can see the custom field
4. Next update the context of the group custom field to be restricted to all issues in the Project1
5. Go back to the workflows to Configure approval for any workflow status

Expected Results

You can still see the group custom field.

Actual Results

The group custom field is not visible. 

Workaround

Do not restrict the context of the group custom field
