untranslated strings in issue entry dialog

The issue entry dialog contains untranslated field comments.

This can be fixed in the administration "View Field Configuration" page, because the english comments can be edited and translated to some other language there, but this would be a global change. The field names themselves, on the other hand, are localised.

In other words, the "View Field Configuration" page should be localisable just like issue type names, priority names etc.
