If applying a product license fails the admin never receives a meaningful message about the failure

      Summary

      While applying for the Jira Software license the process is not completed and the updating process never ends.

      Steps to Reproduce

      1. Install a vanilla instance of Jira Software Data Center.
      2. Go to Administration > Applications > Versions & licenses.
      3. Try changing the license key for Jira Core or Jira Software, but try an invalid string such as "aaaaaa".

      Expected Results

      There's a meaningful message to the administrator that applying the license failed.

      Actual Results

      The UI still shows the process bar still on-going even though the process already failed on the backend.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available.

      The administrator may want to check the browser developer tools to validate the response.
