I have some users who need to log large numbers of issues in bulk. I've set up some spreadsheets that write Jelly XML for them which they can then load in through Jira. An alternative would have been to define a CSV format for them to use and import.
Trouble is that both methods require the user to have admin access to be able to run the import process. I would like to be able to give these users a separate permission which allows them access to just the import screens. I realise that letting users run arbitrary Jelly could have nasty implications, but that's less nasty than giving them full admin.
