Ability to view the high level details of all projects within an instance.

      At the moment, users cannot view project details unless they have permission to view the project via the Browse Project permissions.

      Browse projects Permission to browse projects, use the Issue Navigator, and view individual issues, except for the issues that have been restricted via issue-level security
      Many other permissions depend on this permission. For example, the Work On Issues permission only works for users who also have the Browse Projects permission.
      This permission granted together with the Administer Projects permission allows you to see the audit log for a specific project.

      With this in mind, users without the above permissions on a project are not able to:

      • View said project.
      • Access said project. 
      • View any details of the project (even high-level details). 

      In some cases, organizations would like to have the list of projects (and some high level details of the project) in the instance available for all users. 

      Proposed Solution:
      • Create separate project permission (from Browse Project) that allows the high-level details of the project such as project name, title, Project Description, Project administrator and Lead visible to all users.
