Issue Summary
When accessing the manage apps page, the UPM plugin is showing an installed version higher than the latest one available in the Atlassian marketplace.
Steps to Reproduce
- Install or upgrade to Jira Data Center 9.17.2
- Go to The Manage Apps > Manage Apps
- Expand Atlassian Universal Plugin Manager Plugin
Expected Results
- The UPM Plugin should show the UPM version at 6.4.6 as outlined the latest one available for this Jira version at Atlassian marketplace: https://marketplace.atlassian.com/apps/23915/atlassian-universal-plugin-manager/version-history?versionHistoryHosting=dataCenter
Actual Results
- The UPM Plugin shows the version at 6.5.8, which does not even exist in the Atlassian marketplace, where the latest one availlable is 6.4.6.
- If you try update it, an error will come up saying: "Cannot install a lower version than the currently installed version."

Workaround
- Currently there is no known workaround for this behavior. A workaround will be added here when available
- It shouldn't cause any problem in the instance, just ignore it as both Manage Apps and the UPM plugin seems to work as expected with no issues.
