Issue Summary

When accessing the manage apps page, the UPM plugin is showing an installed version higher than the latest one available in the Atlassian marketplace.

Steps to Reproduce

1. Install or upgrade to Jira Data Center 9.17.2
2. Go to The Manage Apps > Manage Apps
3. Expand Atlassian Universal Plugin Manager Plugin

Expected Results

• The UPM Plugin should show the UPM version at 6.4.6 as outlined the latest one available for this Jira version at Atlassian marketplace: https://marketplace.atlassian.com/apps/23915/atlassian-universal-plugin-manager/version-history?versionHistoryHosting=dataCenter

Actual Results

• The UPM Plugin shows the version at 6.5.8, which does not even exist in the Atlassian marketplace, where the latest one availlable is 6.4.6.
• If you try update it, an error will come up saying: "Cannot install a lower version than the currently installed version."

Workaround

• Currently there is no known workaround for this behavior. A workaround will be added here when available
• It shouldn't cause any problem in the instance, just ignore it as both Manage Apps and the UPM plugin seems to work as expected with no issues.
