Summary:
We are noticing in some cases from the field where the customer will have their Jira Analytics disabled in UI (Administration - > System - > Advanced - > Analytics), but even so, we see Jira firing requests to /rest/analytics/1.0/publish/bulk
Expected behavior
There should be no more /rest/analytics/1.0/publish/bulk when Analytics is Disabled
Workaround
Navigate to Administration (⚙) > Manage apps > Manage apps, select System apps to show the Analytics Client plugin, and disable its Analytics Client Side API module.
Do not disable the entire Analytics Client plugin because that will also disable the Mobile Plugin for Jira Data Center and Server or the Static Assets (CDN) Plugin apps, which can cause issues for mobile app users and when restarting Jira.
Note: Linked this issue with a FR, but since this can severely impact issue update flow causing delays and bandwidth consumption with no reason, we are raising a new bug instead.
