Issue Summary
It's still possible to create duplicated tickets using the "Create" button on Jira's top-level menu.
This is reproducible on the Data Center: Yes
Steps to Reproduce
- Click on Create.
- Fill up all required fields.
- Fastly click on Create twice
- An XSFR token message will appear, at this time the first issue has been already created
- Click on Retry Operation
- The Create Issue form will appear once again, with a few field errors and allow you to click on Create again. By this time, the new Issue will be duplicated.
Expected Results
Disable the Create button in the Quick Edit Plugin after the first click (onSubmit) - 3rd reproduction step shouldn't be able to do afterwards.

Actual Results
By following the steps above, it's possible to create duplicate issues and I can see this scenario happening often with customers using JIra with slow internet connection.
Workaround
1st workaround
Click on Create once even with a slow connection. However, all Jira users would need to know that.
2nd workaround:
- Click the "Create" button with the right mouse button and pick "Open in new tab" option.
- Go through the creation of an issue on a new page/tab
