Newest comments added are not visible immediately when the sort order selected is 'Oldest First' and number of comments is more than 10

Issue Summary

Users are experiencing an issue where the latest comments added are not visible when the sort order selected is 'Oldest First' and number of comments is more than 10 while the same are displayed while using 'Newest First' order. 

Users need to refresh the page to see new comments when 'Oldest First' order is used and number of comments is more than 10.

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Create a issue
2. Add > 25 comments
3. Set the display order to “oldest first”
4. Click “Load 10 more comments”
5. Hold shift and click on [button] to load all
6. Add a comment

Expected Results

New comment should show up, and the full history should be on display.

Actual Results

• Display shows all history, but NOT the new comment added (same applies to any new comment added before page refresh).
• Use of “Show all” is still not quite right. New comments are not visible after you use it, necessitating a page refresh.
• A page refresh goes back to showing only the first 10. This is probably appropriate, but gets annoying if one wants to add comments with all comments on display.

Workaround

• Refresh the page to get the latest comments added.
• Additionally, use load all comments (shift + click load comments) to see all comments together.
