Issue Summary
The view of workflow as "Read-Only" is hidden from the user when a user does not have a "Resolve Issue" permission. This is not the case with the older versions.
This is reproducible on Data Center: yes
Steps to Reproduce
- Install Jira 9.0.0
- Create a project with a test issue with the default workflow
- From the Project Settings under Permissions remove the Transition permission
- Observe that the Workflow does not list any option and the read-only view of the workflow is also removed.
Expected Results
The read-only view of the Workflow should be visible regardless of the permissions. Or, set a different permission to enable/disable the view of workflow.

Workaround
Currently, there is no known workaround for this behavior. However, if a user has permission, goto Project Settings > Workflows to edit or view it.
