Removing Transition permission also removes default View Workflow

      Hi,

      In last weeks we have been working on fixing this issue.

      Summary of the problem
      In Jira 9 we have moved the the View workflow button into the transition issue dropdown. Because we are replacing the content of the dropdown (along with the button) with error message, users are unable to use the functionality associated with the View workflow  button.

      New behaviour after the change
      From Jira 9.4 onwards, you will be able to interact with the View workflow button regardless provided you have the proper permissions. In case user will be unable to view workflow, they are provided with appropriate message explaining the cause of that.
      As a side note - the description states that the expected state is that view workflow button should be visible regardless of the permissions. In fact, it should NOT be visible if View workflow permission is not set.

      Status of the fix and Fix Version
      The fix is ready, and now we move the status of the ticket to Waiting for release. Fix version: 9.4.0

      Issue Summary

      The view of workflow as "Read-Only" is hidden from the user when a user does not have a "Resolve Issue" permission. This is not the case with the older versions.

      This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Install Jira 9.0.0
      2. Create a project with a test issue with the default workflow
      3. From the Project Settings under Permissions remove the Transition permission
      4. Observe that the Workflow does not list any option and the read-only view of the workflow is also removed.

      Expected Results

      The read-only view of the Workflow should be visible regardless of the permissions. Or, set a different permission to enable/disable the view of workflow.

      Workaround

      Currently, there is no known workaround for this behavior. However, if a user has permission, goto Project Settings > Workflows to edit or view it.
