Users with View Read-Only Workflow can't see "View workflow"when not able to transition the issue.

Issue Summary

Users with View Read-Only Workflow can't see "View workflow" when not able to transition the issue. This started on Jira 9.x when the new issue view moved the "View workflow" to the status list drop-down.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. User has View Read-Only Workflow
2. The issue is on a status that can't be transitioned by that user
3. Now that the View workflow is in the same menu as the status, the user can't view the workflow.

Expected Results

View Read-Only Workflow permission should at least make available the menu option "view workflow", instead it shows permission errors when the user can't transition the issue from the current status, making this permission tied to "transition issue" permission.

Actual Results

The user is unable to list the view workflow.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
