Issue Summary

Versions & licenses page in Jira 8.2.4 shows a compatibility error if Service Desk or Software is installed.

This is a regression from JRASERVER-69641.

Steps to Reproduce

Upgrade to or install Jira Software 8.2.4 or Jira Service Desk 4.2.4.

Expected Results

No warning nor an error is present as the applications are compatible.

Actual Results

The below exception is displayed on the page
"Jira Core must be updated to be compatible with this version of Jira Software"

Notes

This issue was specific to the Jira 8.2.4 / Jira Service Desk 4.2.4 releases and is a separate one from the known https://jira.atlassian.com/browse/JRASERVER-63794 even though they both resulted in the same error.
