Jira should not go into read-only mode when the license limit is exceeded

      Problem Definition:

      Currently, going one single user over the license limit of the Jira license installed in the server will place the instance in "read-only mode", with the following warning being displayed:

      You will not be able to create new issues because the user limit for your JIRA instance has been exceeded, please contact your JIRA administrators.

      This essentially causes an outage until admins are able to adjust the licensed users to go under the limit.

      Suggested Solution:

      Instead of blocking all users from creating tickets, we could either:

      • Block only the users who recently were granted a license that went over the limit.
      • Deny users from being granted a license if that will place the instance over the license limit.

      Why this is needed:

      The current behavior essentially causes an outage on Jira instances that face this behavior, which can be very troublesome.
