'Grace Period' when exceeded the number of users allowed to use JIRA Applications

    Description

      If JIRA has already reached the license limit for any Application , and then a new user is added from LDAP accidentally , JIRA will become unusable which stops work entirely.

      As an example - this error will be displayed on top of the page for going over license on JIRA Software:

      Your JIRA Software license's user limit is exceeded. Users with this license only can't create issues until you have upgraded your license or reduced the number of users.

      It would be nice to get a "grace period" - For example make JIRA still usable, but alert an administrator that the instance will prevent new issues from being created if the count isn't reduced, or the license number of users is increased quickly.
