Unable to embedded attachments in the Description Field via Create Issue Screen

Summary

New attachments are not allow to embedded in the Description field via Create Issue screen.

Steps to reproduce

1. Click Create Issue button
2. Upload 3 to 4 attachment files.
3. Click attachment button ( ) and select the images.
4. Nothing happen:
   

Expected Results.

Actual Results.

Workaround

• Embedded the attachment using the Browse button
  
• Create issue first then only attach the files.

Notes

• Its happening to IE, Firefox and Chrome
• Prior JIRA 7.3 version doesn't have the problem
