Correct and useful behaviour:
1) Open an Issue.
2) Choose Operation "Assign this issue"
3) Select a new user as assignee, - hit "OK".
Both the CURRENT assignee and the NEW assignee are both sent a notification email because we have a notification scheme with:
Event: "Issue Assigned" and Notification: "Current Assignee".
This is all great!
Problem:

2) Instead of using the Operation "Assign this issue", use the operation "Edit this issue".
3) Select a new user as assignee, - hit "Update".
Result: ONLY the CURRENT assignee is sent an email. The NEW assignee is not sent an email. This is not expected or useful behaviour.
I have verified this problem by looking in the Mail Queue in the Administration area as soon as the email are generated. Only 1 email is generated via the Edit operation, while 2 are generated via the Assignee operation.
