"Create Filter" from Favorite Filters gadget redirects to View Issue screen

      Summary

      Clicking on "Create Filter" in Favorite Filters gadget directs to view issue screen only if Issue Navigator is set to Detail View.

      Steps to Reproduce

      1. Add Favorite Filters gadget to a dashboard.
      2. Click on "Create Filter" option in Favorite Filters gadget.

      Expected Results

      It suppose to direct the request to this URL:

      <base_url>/issues/?filter=

      Actual Results

      Redirected to the first issue on the issue navigator:

      <base_url>/browse/WP-4?filter=

      Workaround

      Set the Issue Navigator View to "List View" instead of "Detail View".
