Summary

Create Filter at the Favourite Filters gadget is redirected to the issue screen (/browse/TEST-2?filter=)

Steps to Reproduce

1. Add a Favourite Filter gadget in the dashboard page.
2. Click 'Create Filter' link in the gadget
3. It won't redirected to the issue screen until you click any issue key there and JIRA URL will become this /browse/TEST-2?filter=
4. Go back to the Favourite Filters gadget and click 'Create Filter' link again.
5. Redirected to the clicked issue screen.

Expected Results

JIRA should redirected to the Issue Navigator page.

Actual Results

JIRA redirected to issue screen.

Workaround

Change to List View in the Issue Navigator page.
