When adding a new Workflow to a project the Issues are migrated from one step to another. If any Issue/Workflow Entry does not have a current step then an Index out of bounds exception occurs.
We need to fix these Issues either in an Integrity Checker or when migrating.
Also possible causes listed in comments:
- We got it by closing these two issues while they were In Progress.
- you may be suffering from connection closures which leads to issues having no current step
