Integrity checker marks closed issues as having problems (no current step)

      When a workflow has a step with no outgoing transitions (eg. 'Closed' with no 'Reopen'), then issues in this step will be flagged as broken by the integrity checker:

      Check workflow current step entries
   ERROR: 	ABC-2711 - The workflow entry with id 239344 does not have a corresponding current step. 	JRA-4539

      There is nothing wrong with such issues. We should either fix the check or remove it altogether.
