If a user has create issue permission but not browse permission they cannot see any issues that they have created. They should still be able to see any issues that they have created.
in my install of JIRA a plain user (jira-user group) has the following permissions:
- create issue
- edit issue
- add comment
when someone who belongs just to that group tries to create an issue, they get "permission denied" window, though the issue is created in the DB.
