in a public JIRA install i'd like to have an ability to mark an issue 'private'. the private issues would not be visible to anyone in the Users group. here's why i think it would be an extremely useful feature:

we have a single installation of JIRA where we'd be managing bugs for our products. some bugs could come from our users/customers, some would be entered internally. whenever we enter an issue internally it may not need to be visible from 'outside' (by anyone in the Users group).
