Enhance the JIRA security permissions so you can set permissions for the following special users:
Project Lead
Assignee
Reporter

You could then for example allow: only the project lead to close the issue, or only the reporter to close the issue, or one or the other etc etc.

This would address the request to have the issue reporter close issues but in a flexible way.
