Hi everyone,
Thanks for raising this issue and sharing your feedback.
We've developed the "Empty custom field configuration" feature to address mentioned pain points. With this option, you can configure to display empty custom fields on the full issue view, making it much easier for end-users to fill in the needed fields without editing the issue each time.

Note: This feature is only available in Jira Data Center license.

NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

As stated in ~~JRA-1678~~, custom fields are automatically hidden when they are empty.

The best solution is to provide the ability to choose whether or not to hide a field (standard or custom) when it's empty.

So it would be nice to have a flag for each field indicating if this field has to be hidden in issue views.
