Allow Team field to be visible even when empty

      Summary

      Similar to JRASERVER-2997, Team field as a custom field is not visible on a View Issue screen if it doesn't contain any value. Only when the issue is edited and a value is given to the field will it become visible.

      This is related to JPOSERVER-1847 as well.

      Suggestion

      Admins should be able to choose whether the field should always be visible. Take note that:

      • For JIRA Service Desk, Request participants and Organizations are always visible even when empty
      • It's possible to always display the Sub-tasks panel by setting this parameter in JIRA_Home/jira-config.properties:
        jira.view.issue.show.quicksubtask.when.no.subtasks=true

        So perhaps a similar config can be enabled for Team field.
