Multi Select fields not handled correctly during upgrade from 4.3 to 4.4

    Description

      When upgrading from 4.3 or earlier to 4.4 or later, the upgrader does not correctly handle converting custom field data.

      In 4.4+, the custom field data moves over to the customfieldvalue table, but this change is not applied to existing data.
