Make it possible to manage large versions lists in IE

      After changes for JRA-26083 it's possible to load 2000 versions in seconds, the table is slow but responsive and it's possible to manage versions in Chrome and Firefox.

      Unfortunately the performance is still bad in IE8 (especially) and IE9. Raised this issue to track it. Manage Versions still requires improvements.
      Check JRA-26083 for details.

      Steps to reproduce:
      1. Create a project with 1,000+ versions
      2. In IE10, Navigate to Manage Versions in project config
      3. Script Error
