'Create New User' doesn't allow you to choose which user directory to add the user into.

      Create New User page doesn't allow administrator to specify in which User Directory a new user will get created.

      In the current implementation the user will get created in the first directory with write access rights listed in User Directories.

      In compare in Crowd an administrator is able to specify directory where user should get created.

      In many cases JIRA administrator needs to define the directory while creating users for example different directory needs to be used for employees and customers.
