We make extensive use of email notifications. One of the requirements we have is that when issues are linked, affected users must all be notified. However, linking is an operation, and not a workflow transition, therefore we cannot use custom events to notify us of this.

Therefore, we have urgent need of system events for this operation, as well as other operations that do not have events associated with them.
