wording inconsistency in the new 'Actions' menu in the Issue Navigator

The first two options in the "Actions" menu are capitalised, and omit the word "this", ie. they currently look like this:
"Reopen Issue"
"Close Issue"

This is inconsistent with the rest of the options in the "Actions" menu, which look like this:
"Assign this issue"
"Attach file to this issue"
"Clone this issue"
etc etc
