Make it for all platforms, not just for Windows.
Add GUI interfaces for configuring:
- database
- LDAP
- Crowd
- proxy server
Make the GUI interfaces accessible in JIRA as well as the installer.
Add support for upgrading - i.e. the installer goes hunting for existing JIRA instances on the box and asks if you want to copy over the configuration from it.

Many of our support cases are related to installation and upgrade issues. A better installer would help.
