Filters are under utilised in general use of JRIA and i think they can become a more integral part of the way we use jira.

I have about 10 filters but never use them in general use (only for portlets).

I think part of the issue is that they are clumsy to select, you should be able to quickly navigate to a filter result no matter what page you are on.

The best (easiest) way to do this would be to have the hover over on the already existing filter link have a list of clickable links (Similar to the ajaxy search from Confluence).

Else we can move the filters link to the Main bar (after Find Issues). I think renaming it to Saved Searches would also be benificial.
