Allow customisation of smart link preferences at the JIRA space/admin level

      Hi team,

      It would be useful if there were options to allow administrators to define a blocklist of terms or domains that should not be auto-resolved as Smart Links.

      Currently - this may only be configured at the Atlassian-account level via link preferences.
